OUR MOTTO – “MAKING ROOIELS A SAFER PLACE”
THE ENTITY
RESA is a community owned registered Non-Profit Company, which has as its objective – MAKING ROOIELS A SAFER PLACE. RESA has been formed with this sole objective in mind.
THE PROPOSAL
The initial RESA objective is to get a community driven, participative security solution in place for all Rooiels homeowners. It would start with contracting a single company to provide security services to Rooiels as a dedicated 24/7 Rooiels based service. If the chosen Security Service Provider (SSP) does not meet the standards required their contract will be terminated and another service provider sought – again with the homeowners of Rooiels deciding who that will be. This will be voted on at the General Meeting on the 17th. Once this is in place and the infrastructure set up and running smoothly the future plans can be developed to enhance and improve the overall security of Rooiels. The current RESA initiative is a start not the final solution.

RESA will contract with a SSP for providing a Rooiels based 24 hour 7 days a week security monitoring and response service. RESA will take over the administration of the subs. and provide the security base office in RE. They will receive all subs. and pass on to the SSP a single amount each month that has been agreed in the contract and reflects the number of subs. received. RESA will monitor the quality of security services being provided by the SSP to RE homeowners and will be the communication body between the SSP and the community where services provided do not meet the standard required or expected. The Vision of RESA is to have a broader security involvement including Fire, Accident, Storm Damage and Health Emergencies. Our staff, vehicle, volunteers and communication equipment will assist when these events occur.
THE BENEFITS
The SSP benefits by having RESA as their one paying customer and not having to do the administration of 200 or more, but will still be responsible for every member’s home security service. They will also have a very visible presence at all times in Rooiels and the support of RESA in providing the best service possible. The benefit for homeowners is that we will now speak with one voice not 200 separate ones, in getting the quality of service we require. RESA expects the average response time to alarm callouts to be within 5 minutes under normal circumstances, much shorter than is the case now. Currently there is one SSP with a near monopoly and like all monopolies it is the customer who has to take it or leave it. RESA proposes to change that and make the security company accountable for service delivery or face the consequence of the Rooiels contract being terminated. Through RESA the power of the paying client will shift back to the homeowners of Rooiels. The other emergencies referred to above will now have RESA assisting members in these events too.
THE COSTS
RESA will be renting the office where the guards will be based for R3 000 pm, with 200 members that is R15 per member. The reason for RESA renting the office and not the SSP is that we will retain control of the infrastructure so a change of SSP, if needed, is easily done.We intend to hire a part-time Office Manager, the budget is R5000 pm. or R25 per member. Office Running Costs of R1000 pm is R5 per member. Other costs of R1000 at R5 per member would result in RESA costs being R50 pm maximum. The fact that RESA is providing the security base will be factored into negotiations around cost with the SSP. We hope to keep the new subscriptions paid to RESA as close to the existing level as possible. It could be higher and there will be annual revision of the subs. but THE SUCCESS OF RESA DEPENDS LARGELY ON THE NUMBER OF ITS MEMBERS– the more members the greater our power in negotiations and the lower the per member costs.
The costs of setting up the RESA company have been carried by the initiators and the running of it will involve very little other cost than the above in the present plan, especially if we can get one of our owner accountants to do the small audit that it involves at no or little cost. We are also setting up a Sponsor Member program in which we ask those who can afford to, to assist with any one-off capital costs, like the costs of starting RESA up or an upgrade of equipment to improve service. This will be an ongoing initiative that we hope will allow those who can afford to, to help where others cannot afford to.
THE REQUIREMENTS OF THE SSP
To provide a dedicated 24/7 response service based in Rooiels with agreed response times and a service level agreement setting out the obligations and duties of the SSP. The SSP will be accountable to homeowners through RESA where there is any shortfall in the expected standard of service delivery
THE MANAGEMENT OF RESA
It will be run like a company but with volunteers acting on an Operating Committee and a Board of Directors who may include members of the operating committee. Its accounts will be audited and has bank accounts in its own name. A Constitution is being drafted and will give guidance to its management. Communication with members will be by email and meetings with the members and the SSP will be on a planned or necessity basis. The administration of the accounts is being offered om a no cost by Twinoaks Investment Management, owned by Mark Butler, who have administration systems that once set-up are expected to be uncomplicated. Obtaining all the members subs. will be a conversion process that takes time.
Like any company, management will explore all other avenues to improve our security as cost efficiently as possible and will put their proposals to the owners to vote on, if they feel it involves enough money to warrant a vote. Members will get used to a lot of emails requiring them to respond, it is the way the company will have to be run. But we will have a GM each December and probably one in mid-year school holidays.
THE VISION FOR RESA
While RESA’s immediate objective is to improve on-the-ground security in Rooiels by creating a local office, greater visibility, shorter reaction times and more efficient alarm systems, (all under RESA management) the future is wide open. RESA AIMS TO BE ACTIVE IN OTHER FORMS OF SECURITY – FIRE, STORM AND FLOODING, ACCIDENTS & HEALTH EMERGENCIES. It is hoped to incorporate these aspects under the RESA banner as our overall Rooiels security needs are defined and developed.
Right now, however, RESA needs to know the level of support for our first step – THE LOCAL 24/7 PRESENCE OF A QUALIFIED, DEDICATED ROOIELS SECURITY RESPONSE TEAM OPERATING UNDER THE RESA BANNER.
Assuming sufficient support is forthcoming, these improvements should be achievable within the current range of security payments in Rooiels. This, however, will require a high level of support from Rooielsers and THIS WILL DEPEND ON YOUR VOTE.

The first step is to get a vote by all owners on whether they will support RESA. This will be done by votes at the General Meeting on Wed. 17th December 2014 at 10am and by Proxy Votes at the same time. If the vote is favourable we would want to convert all the RE security accounts in their name to RESA. This will require all owners to change their current security payment to RESA by changing their stop orders at their bank in favour of RESA, or asking their security company to cancel their debit orders where these are in place and putting in a stop order in favour of RESA. The amount will have been agreed at the GM. We will give full instructions on this.
The office has been rented for December and January to allow us to get going as soon as possible when the vote is known.
RESA MANAGEMENT
The Board and Operating Committee will be made up of home owners, who will be voted on at the GM. We also should add that every owner is entitled to serve on these RESA bodies, so please make known your willingness to serve and assist in this, it is a necessity and RESA is dependent on this happening.
