RERA MEMBERS' NEWS

RERA facilitates the support of the Rooiels Vision, promoting the adoption of policies and the implementation of services in ways that "Nurture Nature".  RERA assists the Overstrand Municipality in a planning and coordinating role. RERA does not have authority to enforce. Within the guidelines of the Constitution, RERA acts as a conduit for ratepayers views and helps to ensure that municipal services are provided to the benefit of members in ways that are effective, efficient, accountable and in ways that reinforce the Rooiels Vision.  RERA provides feedback to ratepayers and residents about matters and policies under consideration by the Overstrand Municipality and elicits input and a mandate where required.

Dear RERA Members and Rooielsers,


During the first quarter of 2024, your RERA Exco has been working on important topics for which we are providing you with an update today. For some of them, your engagement and feedback will be be crucial.  Thank you in advance for your consideration.


The Minutes of the recent Exco meeting held on 19 January 2023 can be accessed on the Current Minutes Blog.  Topics summarized in this Mailchimp discussed at the meeting include:

1. Update on your RERA Exco


We are pleased to inform you that the RERA Exco, at its meeting on 18 February 2023, confirmed its commitment to fulfill its mandate until the closing of the reconvened AGM on 30 March 2024, All positions and portfolios are covered by Exco members. Details can be found on the RERA website. Achim Halpaap was confirmed as Chair, Piet van Rensburg as Vice Chair, Tom Baigrie was appointed as Secretary Christoph Weichsler recruited as a new coopted member to the RERA Exco to support RERAs work with RESA to consider a possible Special Rating Area in Rooiels to address security.  A special thank you and warm welcome to Christoph!


2.Task Force to propose amendments to the RERA Constitution by mid-2024


As a first step to implement the AGM Resolution on constitution reform adopted on 22 Dec 2023, Exco developed a Terms of Reference for a Task Team to propose amendments to the RERA Constitution by mid-2024, prior to formal voting by RERA members, as required by the current Constitution.


The overall purpose guiding the work is to consider and have vote on amendments to the 2008 RERA Constitution that help ensure that RERA is transparent, communicative, and responsive to all opinions within the village, and thus more representative and democratic.


The composition of the Task Team will be announced  in mid-February and work will start later in the month. The Team is expected to bring together RERA members, non-members, full-time residents and other residents, and will complete its work by June. Exco appointed Achim Halpaap to convene the Team.


  • If you are interested to engage in, and be considered for the Task Team, please let us know by 9 February.


3. Nomination of candidates for RERA Exco election and proxy votes at the reconvened 2023 RERA AGM, 30 March 2024


Nomination of candidates for Exco election
As per the decision taken at the AGM on 22 December, the 2023 AGM will reconvene to elect the members of the new Exco. Thank you to those Rooielsers who have already made suggestions or expressed an interest in standing for election. The date for the reconvened AGM has been set for Saturday, 30 March.  Details on the venue and modalities of online will follow.


  • Please send any nominations for Exco election by 15th March 2024 using this Form.


Proxy votes
As at the December 2023 AGM, a 2 maximum of two proxy votes may be delivered by each paid up member at the reconvened AGM in March 2023. If you already appointed a proxy for the AGM in December 2023, there is no need to resubmit the form.


  • If you would like to appoint a proxy, please contact RERA by 15 March to obtain the Proxy Form


4. Deadline for payment of RERA Membership Fees in 2024


To maximize the number of paid-up RERA members who can vote at the reconvened AGM in March, Exco is kindly requesting that 2024 RERA membership fees of 250 Rand are paid by 29 February 2024. The membership of all paid-up 2023 RERA members has been carried into early 2024 unless a member has formally resigned. Should members not pay the fee in time for the AGM meeting, they will remain RERA members, though without voting rights at the AGM. A fee reminder will be sent in early July 2024. If the fee is not paid by the end of July, Exco will consider the membership terminated in accordance with clause 3.6 of the RERA Constitution.


  • Please pay the 2024 RERA membership fee of 250 Rand to the following account as soon as possible and before 29 Feb 2024.

5. Public Ward 10 Meeting, 20February 2024


The first OM Public Ward 10 meeting is scheduled to take place on Tuesday, 20 February, 18:00. The meeting is open to all interested Rooielsers. It preceded by the regular Ward Meeting. Further information on the venue will be sent when confirmed.
