Ward Committee Feedback June 2022

26/6/2022

The Minutes of the April Ward meeting, received in June, have been posted on the website under OM Blog of Current docs.  All OM documents are available on the OM website and you are encouraged to read them there.  Some, of particular interest to Rooielsers, we have put for you to download from our website. This includes the proposed Hangklip Villages Lighting Overlay Zone, Draft policies for comment on Tiny Houses and one on Investment Incentives with maps of the areas to be included and the CCTV policy.  There is also a circular on sewerage removal fees. At the 21st June Ward Committee meeting residents were asked to please book well in advance for Honeysucker services.  There is a backlog with only 3 operational tankers (plus 2 contracted-in from outside) that service the entire area.
A summary of some of the key highlights from the June 20th Ward Committee Meeting to keep you informed.  The official Minutes will be posted on the OM current docs blog when available.
These notes are to highlight aspects of particular interest to Rooiels.
  • The issue of "nuisance" lighting was discussed. This deals with lights that shine beyond the boundaries of the properties on which they are located. The idea is that ultimately OM come up with some type of regulation to ensure that "nuisance lighting" is effectively reduced to the bare minimum in our Hangklip villages.  See the Proposed Overlay document for the Hangklip Villages.
  • Mr van Rhodie provided an overview of the available staffing and resources - there is only 1 team and one truck for potholes and stormwater drains; one team; one plumber team ( 2 people) for entire Hangklip area with many breakages in Bettys Bay and Pringle Bay.  It was clear that there are simply not enough people to deal with the amount of work.  Ward Specific Projects progress: RE storm water will received attention in July. We have been promised a  digital version of his presentation which we will make available.
  • It was made clear again that the Ward Committee meeting is not the place for service delivery points. We must report problems to the OM as they come up.  Individual ratepayers must use their number (028 3138111) and get reference numbers,  The Ward representative or ratepayers associations then take up issues of any non--delivery directly with Kleinmond OM.
  • Items under discussion at the ward are forwarded to the Portfolio committees where they are discussed and the Portfolio Committee decide whether to escalate to Council.
  • The Plot Clearing Policy – with all comments has been forwarded to the legal department for their decision.  We await feedback from the Councillor whether we will receive responses on the Comments we submitted before the Council meeting held to approve such a policy.
  • Freda Lloyd from Tourism dept addressed us on their findings on the state of signage in the Hangklip area. Pringle Bay rep suggested that we need a Tourism Info meeting – for all interested parties and also committee members. A meeting with Freda will be set up. Rooiels is encouraged to look at just how the OM signage is mounted and displayed. We can change that to reduce visual impact.
  • A presentation was given on the Eco Monitors and their Report is also on the OM current blogs doc on this website.  The Eco Monitors are documenting waste disposal bins and compliance and the councilor and officials are encouraged by the improvement already seen i.r.o. baboon-proofing of public bins.
  • The final IDP and Budget are on the OM website. Mr Desmond Lakey was requested by the Councillor to see to it that the Hangklip villages receive a detailed budget.
  • Overlays: We were reminded that Scheme Regulations are overruled by overlays. We are requested to go back to our ratepayers’ associations to find out how they feel about the proposed lighting overlay and report back to the Ward.  PLEASE send comments to [email protected]
  • Speeding on R44: The matter of speeding is being pushed through Protection Services. Requests to Province has had no results thus far. The only option is to push it politically.
  • Cornelia Stoop from Pringle Bay was appointed as the BLG representative on the Ward Committee as she already serves on both.
  • Residents are asked to clear vegetation and ensure that their water meters are visible so that they can be read.
