Two representatives from Rooiels attended the meeting on 15th March 2022. This summary report is compiled from their notes. A Mailchimp will go out to all Rooielsers as soon as we receive notification that the Draft Budget is available. Dear Rooielsers
Your monthly feedback on Overstrand Municipality issues was delayed as the Ward Meeting scheduled for March was postponed and the Environmental Planning local consultation set for 14th March was also postponed. We have not yet received a date for the rescheduled meetings. The February Ward Minutes are posted on the OM documents blog on our website. There is a report available on a Ward 10 representatives visit made to the Overstrand service infrastructure on 9th March. It was good to learn about the regular testing done on our drinking water, that the sewerage treatment system is releasing only clean water into the sea, and that the Overstrand waste and recycling systems are effective and well maintained. We have written to the Departments concerned to thank them for their dedication and the services provided. Please see the photos and read the Report on the Ward Feedback blog. Some of you may be interested in an article on using existing legislation to strengthen ecosystem services in South African municipalities. There was an Overstrand Municipality Advisory Forum meeting held in Hermanus to provide background and prepare Ward Committees for the IDP and Budget process. A summary report will be posted on the Ward Feedback blog next week. The IDP and budget process were discussed and the Mayor laid out some key principles going forward emphasising inclusivity adding “An Overstrand for all” to the Mission statement. The intrusion of the Pringle Bay/Buffelsdam baboon troop into the Rooiels baboon troop range has been of concern to many. It caused serious disruption on one weekend with foreign baboons entering homes in the village. It is also totally unacceptable for any foreign baboons to be allowed to forage in the Rooiels troop home range which will cause the disturbance of the Rooiels troop. The Overstrand Municipality have been asked to ensure that the HWS monitors do not allow baboons from strange troops to forage in the Rooiels baboon troop range which is known and mapped. There have been many issues with water supply in the village as some people in Rooiels south are still connected directly to the old pipe that comes directly from the Buffelsdam. Others are now affected as progress is being made to connect the new system to the Rooiels reservoir. When digging for laying the new pipes sometimes existing pipes are not where they are mapped. Once the new system is in place it should greatly reduce problems for all. We have been assured that despite delays attention will be given to the stormwater drains and the Anemone Road paving that are in the 2021/2022 budget. Stormwater drainage is a problem across our three villages with many situations remaining unresolved. This is being put on the agenda of the next Ward Committee meeting. We draw your attention to the Mayor’s Open Meeting first Thursday. This month it will be held in Kleinmond on 7th April from 5pm – 7 pm. We hope you enjoy the holidays coming up and the last few weeks of summer. RERA Exco [email protected]
This is a note to keep you up to date on the feedback from Ward and on Overstrand Muncipal issues. Please check the Overestrand documents Blog on our Website where any Rooiels relevant documents that come from OM are posted. You will also find the official Ward 10 Minutes there; the most recent received being for the Ward Meeting on 25th January.
The Environmental Management Plan for the Rooiels River Estuary and a call for final comments on the Overstrand Vacant Erven Firewise policy, both have 4th March as the deadline for any comments you would like to send in. In their response RERA will draw attention to the Rooiels Vision and the need for policies that differentiate between conservancies and urban areas. Alien vegetation was a major cause of the damage in the most recent fire and more concerted efforts to remove invasive alien vegetation will be strongly recommended to underpin Firewise efforts and support biodiversity. The RERA committee has been engaging with relevant authorities and neighbouring communities on service issues and on those in support of the Rooiels Vision including inappropriate Erf development (e.g. on the river) and has been working with REC on the extension of the officially designated Nature Reserve to include the Koppie, the coastal edge and the estuary. At the Ward Meeting on 15th February the OM gave a presentation on their recycling project. They recommended that we put all possible clean recycling materials into our clear plastic bags and their waste pickers will put anything not needed into a tailings bin. They do prefer the tops of plastic and glass bottles to be off (different plastics are recycled in different lots and metal is separated from glass). They agreed to give us more detailed feedback on what is most in demand for recycling in due course. The full presentation is available on the current OM documents Blog. The paving of Anemone is expected to take place in March this year although the deadline is given as the end of the financial year in June 2022. The old IDP was rolled over to November 2022. A new reviewed priorities list will be circulated. Storm-water drains are on that list for Rooiels. The new IDP will no longer allocate R500000 to Wards discretionary expenditure as in the past (R50000 Care projects only). All budgets will be combined and so it will be important to make strong representations for any expenditure required to be included in the new IDP at Ward level. New or refurbishing of infrastructure can be more easily accommodated under a Capex budget if it is for expenditure that will generate revenue (e.g. water) because it can be financed through loans. A call was made for the Municipal monthly bills to include warnings to residents that they live in a baboon area and suggestions were made for stronger penalties to be in place for those not complying with baboon proof bins. OM had put a hold on all collaring of baboons and the Ward Councillor reaffirmed that in the future the OM will not spend ratepayers funds on baboon management. A request was made that all Ratepayers reports with complaints about service issues call the OM Control Room –0283138111–AND please also include the Rooiels Reference number: 801. Please note that the Official Ward Committee Meeting Minutes are posted onto the Overstrand Municipal Blogs page as soon as they are received from the Ward Committee Secretary. The Blog posts here are just to bring a few key things to your attention.
