The Overstrand Municipality is providing a baboon information board that we are required to put up in the CBD - go to this LINK (https://rooiels.weebly.com/re-draft-educational-sign-board) to see the information. Please give us your ideas on Where you think it should be placed. In addition, a number of Visitor information boards and posters have been suggested and we need your opinions and ideas on whether we should have them, what these should look like, what information we should have up, and where they should be. You can see some suggestions on the Link 2. RERA was asked to share a proposal for changes to the RERA constitution. This was shared with all RERA members by Mailchimp on 8 August and then shared with all Rooielsers on WhatsApp Rooiels Communications. It is not a RERA draft proposal and the RERA Exco will not be responding as a team but will provide their own personal feedback in their capacity as individual members. The proposers have asked for feedback by 24 August which they will use to inform their next draft. Please email your comments directly to the proposers at [email protected]. We also remind you to please provide feedback on RECOZ which is available on the website which was presented again for new Rooielsers at the Ward Feedback meeting. See the concepts articulated- especially those related to retaining our biodiversity and road reserves, the limit on sussubdivision and second dwellings, and the need to have some local appointee to be responsible for any rentals. You can also see some information on signage in the Feedback blog below We look forward to seeing you there - in person or on zoom Yours sincerely, RERA Committee Overstand Municiipality is on a drive to install proper signage in each village (Betty's Bay; Pringle Bay; Rooiels and Kleinmond) to ensure tourists and visitors are educated about the area they visit. At the OM meeting held in Kleinmond last week, OM requested: 1. an audit of hotspots where tourists go and the signage there. 2. A Unified look between all villages. There was a strong consensus for a Cape Nature type style and colour for signs throughout the conservancy region covered by OM. Submissions need to be made within a month so that the tourism season would be enhanced by prompt remediation. It appears that budgets for these improvements would be added to the IDP. Rooiels will be spelled as one word in the final version. Three Themes are envisaged for the Educational Boards for Rooiels. The idea is to have some boards in the CBD and some at the Slipway. Biodiversity & Conservation The History of Rooiels & Fauna, marine & sea life A separate poster on Baboon Education (similar to the one currently in Pringle Bay opposite Lemon & Lime, relating to baboons) will be a stand-alone.
Some feedback to be included in comments on the CCTV Policy - Please if any member has comments they would like to propose email [email protected] - It is a policy, not a by-law or law, therefore not enforceable and thus confusing. - The policy itself should be restructured to specifically address CCTV on OM, public and private properties. It is currently mixed and not definitive. - It currently states all CCTV must be registered with OM, even private and OM should have access and do the monitoring – nobody agrees to this. - Storage, retention and access to recorded material must be handled in a way in which it can be submitted as evidence in a court of law. Comment: A storage and access procedure must be defined with the policy (this is valid for any CCTV solution other than a private home where content is not shared) - Limitation on the number of cameras per pole needs to be introduced. - Limitation on the positioning of cameras must be introduced taking account of privacy considerations.

All OM documents are available on the OM website and you are encouraged to read them there. Some, of particular interest to Rooielsers, we have put for you to download from our website. This includes the proposed Hangklip Villages Lighting Overlay Zone, Draft policies for comment on Tiny Houses and one on Investment Incentives with maps of the areas to be included and the CCTV policy. There is also a circular on sewerage removal fees. At the 21st June Ward Committee meeting residents were asked to please book well in advance for Honeysucker services. There is a backlog with only 3 operational tankers (plus 2 contracted-in from outside) that service the entire area. A summary of some of the key highlights from the June 20th Ward Committee Meeting to keep you informed. The official Minutes will be posted on the OM current docs blog when available. These notes are to highlight aspects of particular interest to Rooiels.
Erf 317 has applied for a departure to relax the Street Building line to accommodate the garage. Attached below are the documents providing details. This is an application for a departure to allow the garage to be better positioned. Both neighbours have approved the departure. It has now been circulated to RERA with a request to make it available to all residents. Anyone that would like to make individual comments should send them to directly to Loretta Gillion ([email protected]) before 24th June. 2022. From a very quick preliminary perusal of this comprehensive application, RERA Exco note that the title deed, Scheme Regulations, and RECOZ, all provide for approval of departures for this type of garage problem with appropriate motivation. The applicant has apparently taken great care to motivate compliance. We are looking into the height restriction and assessing the application in more depth before responding. Please alert us to any particular aspect the Exco should consider when responding on behalf of RERA.
RERA NOTES FROM WARDS 9 AND 10 MEETING WITH MAYOR 26 APRIL 2022
1. Attended by Anuta Scholtz and Eldie Brink BUDGET 2.1 RERA’s request that the budget scheduling of stormwater and other listed strategic expenses be made available for comment, was accepted by the mayor for all wards. 2.2 Our ward councilor is expressly requested by mayor to send the information to RERA. 2.3 Budget will be finalised with Chief Financial Officer on deadline 9 May, when comments will be dealt with 2.4 Mayor says she is not sure that community requirements of the wards have been taken into account, therefor 9 May date is very important. 2.5 The mayor states that RE is entitled to the information and that the information should be given to RE. 2. INTEGRATED DEVELOPMENT PLAN (IDP) 2.1 Process for future new IDP commences August 2022 with public participation 2.2 The RERA written comment is explained that the reference to the Spatial Development Plan in the present Overstrand Draft IDP Amendment 2022/23l be amended as follows: In CHAPTER 10: SPATIAL DEVELOPMENT FRAMEWORK: Please DELETE where it reads as follows –: “A New Urban Development area is proposed on the southern periphery of the settlement. The land area is ± 1.12ha in extent and was included by realignment of the urban edge with the coastal management line.” And REPLACE WITH “No new urban development is proposed for Rooiels and the development of the existing vacant erven are prioritised.” 2.3 The mayor personally requests from us and receives the RERA written submission with the RERA email address on it. 3 SPATIAL DEVELOPMENT PLAN (SDP) 3.1 Mr. S Muller Director: Infrastructure and Planning points out that the SDP guides where future development could take place. (Note: That is why the RERA comment in par2.2 is so important) 3.2 Mr. Muller states that all the urban edges are limited to the existing boundaries, except for the Mooiuitsig area in par 3.3 below. 3.3 The proposed BB infill for low cost housing, (also in Chapter 10 of the present draft) adjoining Mooiuitsig was hotly opposed on WhatsUp, but none of the participants attended the meeting. An attendee refers to apparently related previous comments to the mayor, who will look into the matter. No other concerns raised. Attendees are soothed with assurances that proper legal process will follow (Note: RERA in its submission emphasised its concern that such proposals when included in the present document could, in future decision making, be regarded as support). 4. PRAISE FOR WARDS 9 AND 10 Mayor notes that these two wards are probably the most active wards in the OM. 5. BUFFELS RIVER LAND AND WORKS 5.1 Eldie draws the attention of the meeting to the history of the Buffels River Dam. 5.2 It is the property of RE, PB and the final extension to BB in 1945. It is not the property of the greater BB. (We should have added that historically BB should receive water per an annually renewed contract, approved by RE and PB, as was the case since 1945) 5.3 We pointed out that circumstances may arise when a differentiation with BB may need to be made. (Note: Where will the water for the Mooiuitsig low cost development come from if BB is not per se entitled to water from the Buffels River Dam?) 0O0 Some notes on aspects raised.:
In proposing solutions for the vexing issue of compromised water infrastructure on 19 April at Kleinmond, the following was noted:
1. The need for crisis management via a 'swat team' approach to pipe-bursts. 2. Complaints must be logged by residents to the relevant OM dept or emergency number or hotline. 3. The Mayor proposed a halt on densification in this Ward 9 and 10 area to reduce infrastructure pressure 4. Consolidation of the rationale for the wholesale replacement of water pipe infrastructure from a technical perspective. 5. The negative impact of interrupted supply to commerce and tourism. 6. The problem of a moratorium on 'roll-over' annual budgets at the national level. 7. How the remaining R29.4m for water infrastructure should be spent. 8. A piecemeal approach would allocate money to one area at a time until complete. 9. More crisis teams needed to be employed to deal with stronger demand. 10. Funneling less urgent budget allocations to water. No new funds so need to switch for priorities 11. Recent drought should remind consumers of the urgency of curbing the 45% water loss through ageing pipes. 12. The Mayor concludes that ward councillors should motivate the urgency of streamlining expenditure for rehabilitation and uitimate replacement of water infrastructure. Dear fellow Rooielsers
There will be a public meeting at Kleinmond Hall at 18:00 on 26 April 2022 (as circulated on the Rooiels Communications WhatsApp group) which is for feedback on the IDP and Budget (see our last Ward feedback). We await the official Minutes of the Ward Meeting on 12 April chaired by the Mayor. Below are notes from those who attended and from perusal of the Budget documents for 2022/2023.
There appears to be much confusion over the concept of rewilding. Rooiels already embodies these principles: to keep as much of the area as natural as possible to promote biodiversity and a natural ambiance. This is what attracted most people to Rooiels. It enhances wellbeing and increases property value, as places which allow us to live close to nature become increasingly scarce. The term rewilding in its purest form means going back to the wild. But in urban and agricultural settings it has become associated with encouraging natural plants and ecosystems that support local biodiversity.
